Consul General Lilybeth R. Deapera concludes a successful tour of duty as Head of Post and was among those onboard the Philippine Airlines flight on 15 January 2021.
When CG Deapera began her tour of duty as the Philippine Consul General to Macau, Special Administrative Region in January 2015, she made history by being the first woman to handle the said Post. She brought expertise to her new position guided by her previous assignments in London, Caracas and Mexico City.
Under her watch, the Macau SAR PCG aspired for even more efficient and effective delivery of services manifested in measures such as the installation of numbering system for clients, shortened turn-around time for the issuance of documents and clear and concise steps in the processing of documents posted in the Citizen’s Charter.
CG Deapera worked tirelessly to educate the public of their rights and responsibilities as visitors in Macau SAR. With Caritas Macau, the Office of the Philippine Labor Attache and the Office of the Welfare Officer organized with local government authorities briefings and seminars on the laws in the city.
Consul General Deapera made the welfare of the Filipinos in Macau her top priority. Prior to the pandemic, the Philippine Consulate General held monthly meetings with community leaders to address various issues and concerns. In September 2016, after a series of dialogues with the Filipino community, the Consulate provided regular services from Sunday to Thursday every week to accommodate clients whose free days fall on a Sunday.
The leaders were also invited to join in the planning and implementation of events such as the Women’s Month Program, Independence Day Celebration for the Filipino Community, Paskong Pinoy amongst others showcasing the vibrant Philippine culture and talented Filipinos in Macau. These events were enthusiastically attended by the members of the community.
The Consulate General remained open to the public throughout the pandemic implementing measures to protect the health of its staff and the public by having shortened hours, work shifts, etc. In response to the plight of the Filipinos she worked hard to organize repatriation flights to bring home the stranded Filipinos or those Filipino workers whose contracts have ended after the cancellation of direct flights to the Philippines in light of the corona virus disease (COVID-19) pandemic. She negotiated even the flight she took on the 15th of January!
With her at the helm, the Philippines was able to enhance its ties with the Macau government. In June 2019, she was designated as the new Doyen of the Consular Corps accredited to the Macau SAR.
